Today, in a National Service Training Program (NSTP) Peace and Security Mass Lecture hosted by the University of the Philippines Baguio, Retired Major Gen. Peale Jon L. Bondoc presented a slide labelling several progressive organizations including the Cordillera Peoples Alliance as fronts of the Communist Party of the Philippines (CPP) and New Peoples Army (NPA). This will be the latest case of political vilification against the CPA.

On August 5, 2022, 23 petitioners from the CPA filed a petition for a Writ of Amparo<\/a> in hopes of acquiring court protection from the series of harassment, vilification, coercion to surrender as rebels, and trumped-up charges instigitated by state security forces.

On August 20, 2022, CPA Regional Council Member Steve Tauli<\/a> was mauled and abducted by suspected elements of the state who proceeded to lecture him about the counter-insurgency programs of the government, particularly NTF-ELCAC, and pressured him to sign a sworn statement admitting his supposed leadership position in the Communist Party of the Philippines and the New Peoples Army. His captors released him the following day. Steve then petitioned for a Writ of Amparo, making him the 24th<\/sup>\u00a0petitioner from CPA.

On August 29-30, 2022, a redtagging forum by the National Commission on Indigenous Peoples (NCIP) was conducted at Teacher\u2019s Camp, Baguio City. CPA was again named as a communist-terrorist front organization. The same activity was held in Ifugao on August 22-23, and if NCIP implements the same program and presentations, it is highly possible that the redtagging of CPA and the other organizations had been conducted in many of their forums held elsewhere.

On October 25, 2022, Lorraine Badoy-Partosa<\/a> recited the names of the CPA petitioners for a Writ of Amparo in her news show Laban Kasama ang Bayan which regularly airs at the SMNI network. She claimed that these were names of CPP-NPA members. Following this incident, we received the official dismissal<\/a> of our petition for a Writ of Amparo.

Meanwhile, redtagging on social media continues unrelentlessly, with CPA Chairperson Windel Bolinget as one of the primary subjects of ridicule, harassment, and vilification. In these redtagging posts, there is no longer a distinction between armed combatants and civilians. Those who merely dissent in exercise of their democratic rights are directly labelled as members of an armed rebel group.

These instances are just a few of the reasons why we persist in availing human rights mechanisms despite its sorry state in the Philippines. The dangers are not ending; the attacks are organized and systematic. While we are disappointed by our Amparo petition\u2019s dissmissal despite the instensifying human rights violations (HRVs), it will not be the end of our efforts. This November, CPA will be participating in the 4th<\/sup>\u00a0cycle of the United Nations Human Rights Council\u2019s Universal Periodic Review<\/a> (UPR). We will be presenting our situation and recommendations in the side-events leading to the November 14 convention of the UN Human Rights Council.

We appeal to the general public to help us drumbeat the human rights situation in the Cordillera and combat the widespread disinformation on social media. Redtagging forums and posts should immediately be condemned and reported, along with other HRVs committed by the state. In the end, our calls for justice and accountability should persist over the rampant culture of impunity.

Heute pr\u00e4sentierte Generalmajor a.D. Peale Jon L. Bondoc in einer von der Universit\u00e4t der Philippinen Baguio veranstalteten Massenvorlesung im Rahmen des National Service Training Program (NSTP) zum Thema Frieden und Sicherheit eine Folie, auf der er mehrere progressive Organisationen, darunter die Cordillera Peoples Alliance, als Fronten der Kommunistischen Partei der Philippinen (CPP) und der New Peoples Army (NPA) bezeichnete. Am 29. und 30. August 2022 fand im Teacher’s Camp in Baguio City ein von der National Commission on Indigenous Peoples (NCIP) veranstaltetes Forum zur erneuten Kennzeichnung statt. Die CPA wurde erneut als kommunistisch-terroristische Frontorganisation bezeichnet. Die gleiche Veranstaltung fand am 22. und 23. August in Ifugao statt, und wenn die NCIP das gleiche Programm und die gleichen Pr\u00e4sentationen durchf\u00fchrt, ist es sehr gut m\u00f6glich, dass die erneute Kennzeichnung der CPA und der anderen Organisationen in vielen ihrer anderswo abgehaltenen Foren durchgef\u00fchrt wurde.

Am 25. Oktober 2022 nannte Lorraine Badoy-Partosa in ihrer Nachrichtensendung Laban Kasama ang Bayan, die regelm\u00e4\u00dfig im SMNI-Netzwerk ausgestrahlt wird, die Namen der CPA-Petenten, die einen Antrag auf ein Amparo-Schreiben gestellt hatten. Sie behauptete, es handele sich um Namen von CPP-NPA-Mitgliedern. Nach diesem Vorfall erhielten wir die offizielle Ablehnung unserer Petition f\u00fcr ein Writ of Amparo.

In der Zwischenzeit geht das Redtagging in den sozialen Medien unerbittlich weiter, wobei die CPA-Vorsitzende Windel Bolinget zu den Hauptpersonen geh\u00f6rt, die verspottet, bel\u00e4stigt und verleumdet werden. In diesen Redtagging-Posts wird nicht mehr zwischen bewaffneten K\u00e4mpfern und Zivilisten unterschieden. Diejenigen, die lediglich in Aus\u00fcbung ihrer demokratischen Rechte eine andere Meinung vertreten, werden direkt als Mitglieder einer bewaffneten Rebellengruppe abgestempelt.

Dies sind nur einige der Gr\u00fcnde, warum wir trotz des beklagenswerten Zustands auf den Philippinen weiterhin Menschenrechtsmechanismen in Anspruch nehmen. Die Gefahren nehmen kein Ende; die Angriffe sind organisiert und systematisch. Wir sind zwar entt\u00e4uscht, dass unsere Amparo-Petition trotz der sich versch\u00e4rfenden Menschenrechtsverletzungen abgewiesen wurde, aber dies wird nicht das Ende unserer Bem\u00fchungen sein. Im November dieses Jahres wird die CPA am 4. Zyklus der Allgemeinen Regelm\u00e4\u00dfigen \u00dcberpr\u00fcfung (UPR) des Menschenrechtsrats der Vereinten Nationen teilnehmen. Wir werden unsere Situation und unsere Empfehlungen bei den Nebenveranstaltungen im Vorfeld der Tagung des UN-Menschenrechtsrats am 14. November vorstellen.

Wir appellieren an die \u00d6ffentlichkeit, uns bei der Aufkl\u00e4rung \u00fcber die Menschenrechtslage in den Kordilleren zu unterst\u00fctzen und die weit verbreitete Desinformation in den sozialen Medien zu bek\u00e4mpfen. Redtagging-Foren und -Posts sollten sofort verurteilt und gemeldet werden, ebenso wie andere vom Staat begangene Menschenrechtsverletzungen. Letztendlich sollten unsere Forderungen nach Gerechtigkeit und Rechenschaftspflicht gegen\u00fcber der weit verbreiteten Kultur der Straflosigkeit bestehen bleiben.
